No, they don't. They already lost to a better team. There are too many CFB teams to allow do-overs. Why should a one-loss conference runner-up go before a conference champion?

I should qualify that all conferences must either play all other teams in the conference, or have a CCG.

if it is a Conf Champion in a crappy conference, the BETTER team should go...
the FINALS should be about the BEST 4 teams IN THE COUNTRY.
that's why a computer works best.

The COMPUTER does not know "names" or have an agenda.

because not all conferences are equal. Some years, the second place team in one conference could easily win all the other conferences - but they're stuck in the best conference.

We see it in the SEC West. If LSU dominates every game we play but lose to Bama by one point, are we completely out of the playoff conversation - all because we didn't win our conference.

That's too rigid. The playoffs should have the best teams. Now yes, I agree that rewarding confernece champs is a good thing and makes the regular season conference competition all the more meaningful, but including one non-conference winner as an at-large team seems fair to me.
