I have been to Quebec City and have stayed at the Chateau Frontiac. Loved it. Quebec City reminds me of a small section of Paris. The architecture in reminiscent of Paris and everyone speaks French..... It is a great food town. There are many excellent bistros on the pedestrian street, but the place I would recommend for your birthday dinner is Toast. On the map, it looks like it is just a couple of blocks from your hotel - and it is - except the Chateau Frontiac is on top of the hill and the restaurant is at the bottom. But the atmosphere is nice and the food is delicious. For cocktails, the best place is the round bar in the lobby of your hotel.

I haven't been there in years (also stayed at the Frontenac, beautiful hotel), but I did have a memorable meal at Le Saint-Amour

We went in August and I really enjoyed Chez Boulay.

Your hotel is right next to the funicular, so it will be super easy to get down to the Lower Town, which I really enjoyed. Also, make sure to check out Montmorency Falls and Ile d'Quebec while you are there. Ile d' Quebec has some neat little vineyards that are fun to stop at. The tastings are really cheap.

Right around the corner is a great old restaurant Aux Anciens Canadiens.

It's outstanding. Frontenac Concierge desk can make reservations.

Also Cafe Du Monde (not like ours).

Downtown is very interesting and a great area to walk. If possible, visit the Ile d'Orleans. It is a short distance east of town as is the Montmorency Falls area. The island produces strawberries and wines. Bring a warm jacket.
