Think of the trillions wasted on grants. The US and the AA community would have been far better off if they just received all of that money in their personal accounts.
These programs are pay offs to the politically connected and employment agencies for their unemployable family members.

Id imagine the feasibility study industry is a good one to be in for these monies. Just thinking aloud here.
