This. Jindal did three things:
1. reductions in the annual rate of increase for government budgets

2. hiring freeze

3. privatization of prisons and charity hospital system

Saying the government only grew by 3% instead of 5% is NOT a cut!!!

For all the himming and hawing about the budget cleaver taken to higher ed under Jindal, LSU's budget never once went down. Every year, they spent more than the year before while claiming the sky was falling.
