I’m convinced it’s a troll with no intention of opening.
The guy is a complete DA that spent a huge amount of money on something he had no idea what it would take to operate. Built a park without a source of water or permits to dispose it?

Sounds like you're referring the never successfully opened sugar mill that Bob Odom built a few miles down the road in Lacassine at a cost of over 80 million dollars. (No one will every really know how much money was squandered on that one.)

He got absolutely screwed by the people of Lacassine who feared that the water would hurt their crops so they wouldn’t give him water.
