a link to the legislation
SB 63
quote:
Notwithstanding the provisions of Paragraph (1) of this Subsection, in parishes having a population in excess of four hundred forty thousand, based on the latest federal decennial census, all qualified electors residing within the parishes of the area proposed for incorporation shall be entitled to vote in the special election and the election shall be held in accordance with the procedures specified in R.S. 18:1300.
The population in East Baton Rouge was 440,171 at the last census. The next highest is Jefferson with 432,552.

Does the St George vote have to be a special election? What if they held with regular scheduled election? Would that not apply then?

Seeing as the petition was done before this law, wouldn't that legislation only be applicable to new requests going forward? Doesn't that fall under the ex post facto limitations imposed on states?

My grandpa was a judge, always joked about how many bills/laws had clauses with an arbitrary "population in excess of 400,000"....because in effect they only applied to New Orleans.
Three parts of Louisiana- north Louisiana, south Louisiana, and New Orleans.
