Haldane was going off this morning about proposed legislation that would basically allow the Governor to block any incorporation that would impact over xxx thousands of people. It is so narrowly written that anyone paying attention could see it's made exclusively to block St. George.

If anyone can find a link to the legislation, that would be greatly appreciated.

The population in East Baton Rouge was 440,171 at the last census. The next highest is Jefferson with 432,552.
