I think league vote vetos are more likely to be abused by salty owners than collusion is to be an actual issue. This has been my experience at least.
I think it's better to have trades automatically pushed through, and if something that is obviously collusion happens then the offending parties are one shot, no second chances, kicked out of the league, subject to judgement of commish. If the commish's judgement becomes an issue, which I'm not anticipating, then the league is dead anyway, so we'll cross that bridge if we get there.
Something else to keep in mind is, like you suggested, it is a perfectly legitimate strategy in dynasty for a rebuilding team to sell an aging star (or just star if the team is low on assets and desperately needs young depth) to a contending team for young future players who haven't broken out yet. You mentioned it vaguely, but there are defensible arguments for things that would look crazy in redraft.

I completely agree about the league vote situation.
Would like to see it immediately pushed through.
I also agree with the payout percentages and would like to see a weekly high score pool inserted.
