I heard two interesting thoughts yesterday regarding the opening/delay of the opening (yes,trustworthy sources):
1. The delay can be at least partially attributed to our litigious society. If the trigger numbers (on paper) are not actually met by the river, and the Corp opens the gates and the land floods, an attorney will have a field day. (regardless of the flooded land being in a designated FLOODway)
2. the Corp will begin opening the gates if triggers are NOT met only when there is a threat to overtop the actual gates (bt gates and roadway). Should the water overtop the gates this is considered "uncontrolled" and that defeats the purpose of a "Control" structure.
