Because if you vote out a rep/Senator with seniority you will be disadvantaged vs. states that don't. A term limits, level-playing-field would do away with that as a consideration.

If the rate of return for incuments is so high, how will there ever be enough people to ratify an amendment to implement term limits?
It seems to me of there were enough people to ratify we wouldn’t have the problem in the first place.
