This one looks a little incidental but by the letter of the rule, as everybody keeps making the case in the Devon White targeting, this is in fact, targeting. "Helmet, hands, forearm or shoulder to the Head". This is shoulder to the head of a defenseless player.








I could go on forever, this is mostly just recent stuff. This is probably good enough.
