Penalize each instance 15 yards, like taunting. Early on, each team would kneel, etc. and the penalties would offset.
After a while, one team would realize it would be a great advantage if the other team is the only one getting penalized. Kicking off from the 1 yard line or the opponent's 1yard line would be a considerable advantage and I think we return to normalcy quickly.

Just go ahead and start the game. Don't tell the players or media just start the game. THEN, at halftime while they're in the locker room have some hottie come out and sing the Anthem.
