Not including Jesus. (Who wasn't powerful until long after his death.) I'd say.

Hitler
Stalin
Roman Emperor
Ottoman Emperor
King Louis
Pharoh, Chinese Emperor

Pharoh and the Chinese emperor would probably be the least powerful since they ruled over one country while the others reigned over larger territories.
