Both of these problems began with TFA, not TLJ.

What else should have been done with Luke after TFA?

I agree that TFA in many ways did TLJ no favors. But I could have lived with a Luke who, having himself received only rudimentary Jedi training at best, lost confidence in himself when he tried to train Kylo Ren in the Jedi way, only for Kylo to turn to the Dark Side. He then retreated from society in order to avoid passing his knowledge on for fear that it would do more harm than good. Rey could have helped him find his purpose again by convincing him to train her, and her ultimate victory over Kylo would have also restored his faith and confidence in himself and his ability to train a new generation of Jedi. That would make sense with the character. A Luke who has decided that the Jedi are stupid and bringing them back was a bad idea? Completely at odds with the character as presented in the original trilogy.
