Thats the whole point. Schools that prove they are able to successfully allocate resources to provide achievement are given more resources to provide services to more students. Schools that cannot successfully allocate their resources towards achievement receive less money and fewer students until they demonstrate that they can.
Principals and administrators would earn the frick out of their pay in a voucher system, for sure. They'd be more like CEOs and less like their lawyer/HR role they currently have.
