I know where he is because I looked it up due to being so frustrated with not finding him. My point is that adding space to your inventory is pretty important. I should have happened upon him by now. I have 3-4 areas I haven't explored yet. I've defeated 3/4 of the "bosses". I understand it's a huge game, so there are plenty of areas I've uncovered that I haven't fully explored. For that reason, he should be in more places.
I wanted to add that I haven't uncovered the area that the korok forest is in yet.

You can, obviously, play the game however you want. That's the beauty of it. My son is playing the game similar to how you're playing it in that he's just wandering around and questing and doing Divine Beasts as he comes up on them. I, on the other hand, went and unlocked every single tower and the whole map before I ever tried to take on a Divine Beast. That's just me, though. I couldn't stand having all those big blank spaces on the map.
