I think your whatever reason is provided in the quote you commented to. That's likely where he built bombs. You'd think FBI would have checked every hotel/motel in Austin and checked into people staying at a hotel that have a local address. They likely knew he was local to Austin because of the proximity of he bombs. They had to be sent from local destination. Anything from far away would have came in on a plane and would have undergone deeper examination before going on a flight.

If it has a mercury switch it would take the package being tipped over on its side to set it off. Maybe one box got flipped on the conveyor belt at the sorting facility. They said it went off while on a conveyor belt.
