I don't even like Trump, but it just isn't funny. There is such a thing as mean comedy, sometimes it can work sure, but most of the time it gets old when done constantly. Mean comedy isn't really that funny at the end of the day.
There's a difference between Ferrell's W and Baldwin's Trump. Although they pinned W as dumb which was the main motive, Ferrell really focused on W's good traits, his general humbleness and naivety, his "aw shucks" appearance and language. They even used it often in tandem with Cheney's grumpy grandfather to pretty good effect. It was clever, reverent really, and just painted W as an overall good guy that shouldn't be president but tries really hard. It was the right way to do comedy, and that's why it's effective. And they gave him a break a lot of times, compared to the relentless hounding of Trump which just gets old.

Gore vs. Bush 2000
To be fair, though, mean spirited comedy seems to be the way of SNL as the reappearance of Bush this year was terrible, and did to W what Baldwin does to Trump. And it just wasn't funny.
Watch the China Deal video and the reappearance back to back and you can tell.
