This is true. Initial counters are now irrelevant and the rules could be changed to eliminate them.

They are and they aren't the same thing. All initial counters must be signers, but not all signers are initial counters. Initial counters are a subset of signer. While the two could be exactly the same, they don't have to be. There is no inconsistency; just makes one irrelevant.
