CCP is needed to conceal carry on one's person. Vehicle is an extension of your home, not your person. So he can carry in his glove box or center console legally without a permit...at least in LA.

Yeah, if you're traveling, it would be wise to check each state's laws.
In SC, if you don't have a concealed weapons permit, you're restricted on where you can keep a gun in a vehicle.
