I don’t think Goodell made a call and said make sure Falcons win 
I will say, I’ve never seen Payton get like that in a press conference, especially after a loss. Anytime he says something controversial it’s usually only after a win. To hear a head coach in the nfl of over a decade, that’s gone through plenty of awful losses, much worse than this, say what he said about the refs, something wasn’t right.
ETA: At worst, I think the ref crew just dislikes Payton

I was thinking about this, too. It’s the only plausible explanation I can think of besides fixing. Even then it’s not good.
