The refs don't have to cheat. The league can cheat by assigning a specific crew to a game.
If the REC wants the gumps to win a tough game, just send the crew that calls the fewest holding penalties. If Goofdell wants Seattle to win, send a crew that ignores DPI unless it's blatant. If you want Baltimore/Cincy to lose, send a crew that calls a tight game for late hits.
