If you were going to fix a game this is exactly how you would do it. Call a lot of ticky tack penalties against one team and few penalties against the other team. That way it will stand up against scrutiny because most of the flags were legitimate. Nobody is going to look at a bunch of ticky tack no-calls. The huge red flag though is the 9 first downs by penalty for the falcons(most in 20 years) and 0 for the Saints.
