The issue is one packet of information costs less to provide the infrastructure for than 10,000,000,000 packets of information.
It's the AMOUNT of data that costs more, not the CONTENT of the data.
It's been a similar issue for cellular data usage for years. I don't see cellular providers limiting the content of free expression of ideas.
