They wont need to throttle it. They could simply not provide it.

For me, the biggest issue here is the censorship. ISPs will be allowed to decide what parts of the internet you can view with no input from the consumer. Then ask yourself, are the major ISPs right leaning or left leaning?

If we want free trade fine. I am all for it. I am saying this is not the way to do it. We need a different solution.
