You really think any ISP gives two shits about TD?
The only companies ISP throttling might affect are the big content providers like Netflix, Amazon, Google, Facebook, etc.
Which is why they're the ones leading the charge for net neutrality. They don't give a frick about net neutrality or you. What they do give a frick about is actually having to fork out money for their peering and CDNs.

See that little section for news. Say an ISP stumbles across the Poliboard and doesn't like its right leaning ways. Well guess what lets slow it down.

This give cable companies power to directly limit their competitors especially is cases such as Netflix and Amazon.
