You can't EMP the entire U.S., especially North Korea.

An EMP on a major city would have the same effect as a pretty bad natural disaster. And while that city was recovering as electrical components are being restored North Korea is being made of glass.

It would take a series of EMPs to do it, likely targeting LA, NYC, and possibly somewhere like Chicago.

And even then, they would still be banking on the fact that a huge grid goes down to cause a cascade taking out a region of the US such as the northeast blackout of the mid-2000s.
