Because trump hasn't actually done anything.
All his bluster about destroying Obama's legacy is hot air.
Trump has had no major legislative victories and very little of his agenda has been realised.

Iran deal
Ended numerous programs in the executive that he created
Ended Obamacare subsidies
Etc etc
Obama never had any legislative victories except Obamacare. Everything he did was through EO and trump is undoing all of it.
