Yep. It's a city thing that some folks don't understand.
Mom and dad work and can't drive the kids around all day. The schools have limited bus service to certain areas so it's not unusual at all to see large groups of middle school and high school kids getting on the RTA to all parts of the city going to and from school.

I don't think I would let a 12 year old do it, but that's just me. And she wasn't in a ghetto either.
