Question about wasps in landscaping

I have four sky pencil holly bushes. These bushes have been infested with what appears to be wasps for some time. I treated the bushes about 2 months ago with a" tree and shrub systemic insect drench" by fertilome. I have also been spraying them regularly with an insecticide. Neither of which have taken care of the issue

any thoughts or recommendations?

Are they eating insects that are on these plants? Anything living under the leaves such as aphids or white flies?

Leave wasps alone unless they are near a high traffic walking area. If that's the case, just knock their nest down a few times and they usually move on.
