Hayride's analysis was that it was a payoff like Dardenne. Not sure I buy that.
I am very pleased with this move. I have moved from pessimistic to cautiously optimistic.
What say the Baton Rouge area members of the PT board?

Baton Rouge is on a downward trajectory anyway.
The whites are in the surrounding parishes.
ETA: its just a fact jack.
Baton rouge is moving towards the typical American inner city model. not sure why the truth is hurting feelings.

This is a surprisingly good move by an administration that hasn't done anything right yet.

Gissel is a great choice. He's a really nice, smart guy who believes in this town and has a massive stake in its success (owns half the rent-houses in downtown). He is one of the main visionaries, and also the first, that transformed downtown from a Scooby-Doo ghost town after the 80's oil crunch into the visibly vibrant city center it is today. He basically single-handedly gentrified Spanish Town.

You missed the discussion on the OT board.
I questioned whether or not Gissel would be a good department head/administrator because he had never been one.
I also think it could be a signal that Broome is seeing the error of her ways and this is an effort to get the BRAC/BRAF/downtown crowd on her side after her early efforts to govern failed miserably.
Apparently she sees that she needs help and this is a way to legitimize her administration.
It will work if city-parish services improve along with the crime rate, and the cop thing works out.
