I note that in your plan you omit any strategy dealing with what will be the number ONE threat...such being desperate roving gangs of individuals who will target any other individual or group who has those basic survival tools/commodities. You'd have a big red bullseye on your back if you were living...while people around you were dying off. No way they just go quietly if you turn down 'sharing' with them. It would take a well-trained force of warriors to protect a community against such a threat. Speculated on in the Novel.

Bottom line. We need to KNOW just how real and relatively powerful the threat of a single EMP is. And just what are the chances of our defenses working against such a threat. After seeing what the DC Deep State is capable of, from here on in it needs to be "trust but verify". It seems they are more invested in Ideological Politics and keeping the extraordinary power/affluence/security in their Bureaucracy than they are doing the job for which we created and hired them to do. That is always the danger of creating powerful Bureaucracy.
