Yep, that's the most idiotic part of it.
I'm almost willing to bet though that because the Sewage and Water Board is so fcked up and Cedric Grant was just an overpaid buffoon, Mitch might not have even known. He damn well should have, but that would take him doing his job, which we know wasn't going to happen.
