Well, please give me a more palatable explanation of how taxing one side of town, giving that money, risk-free, to another side of town with no expectation of return, and taxing the receiving side of town virtually nothing supposed to be "leveling the playing field".

As I said, I don't agree with what she's saying but I understand the idea behind it. If you have, let's say, a football team. Everyone on the team is a stud except for a couple of people who aren't performing for whatever reason. If you know the performers are going to continue to perform it makes sense to spend time and resources "coaching up" the under-performers.

Having said that, this isn't a "team" and government doesn't work this way. What will actually happen is the good areas will slide, the bad areas will improve marginally, and we're left with a decidedly average city.
