The Indian Nations in Oklahoma also issue their own, usually a lot cheaper than the state. Would not be surprised if these independent nations within the USA in other states also issue their own plates/tags/stickers/licenses.
The Indian Nations are also not subject to state taxation, only federal, so they can sell booze and tobacco a lot cheaper.

Indian reservations are legal. Sovereign citizens is just a made up thing. Ask Wesley Snipes about their legality.
