The solution is simple
"All players must stand in a respectful manner for ALL national anthems, regardless of country. Saluting or respectful gestures are allowed but not required. Disrespectful gestures are not allowed."
Something like that, doctor up the language to provide some examples.
In other words you don't have to cheerlead the anthem of any country, but you must show respect, be it US, Canada, Mexico, England, whatever.
The NFL has plays to go international. They can't have players dissing national anthems of any country.

Yeah. NFL goes to London and disrespects our and their country? Not good.
