She literally tried to have her son killed several times, not sure how you can get much worse than that.
I really liked her character though, Nancy Marchand did a great job playing the cranky conniving kook. Sad that she passed away mid-series.
ETA: I forgot about Monica Gallagher. Livia gets runner up.
