I don't think you understand the issue.
The problem is that you can't sell across state lines unless you are filed and approved in the state that owns that line on the other side approves you as an insurer and then approves the plans, policies, marketing materials, rates and distribution channel.
It's a complicated issue to be a "national insurer". The compliance staff at each insurance company is massive due to the regulations of each different state.
So, sure you have the ability legally to apply to sell across state lines but you have to comply with each state's laws.
