Being drunk is inherently dangerous and hampers worker productivity. The oligarchs supported the women's temperance movement as it was it in their financial interest.
This is some of the same reasoning behind keeping drugs illegal: economic harm, in theory. The nightly national news used to quarterly report on "lost productivity" due to injury and disease including drug and alcohol abuse. That's partly why alcoholism is a disease and drug addiction is a crime.
