Yes he did. He said, verbatim, "there were very fine people on both sides." Google a transcript of his remarks or watch it yourself on YouTube. You can argue over whether or not he was making a legitimate point, but you can't dispute what he said.

He absolutely said that there was blame on both sides and many fine people on both sides.
