You are not wrong. It has not been instituted yet but has been proposed. You are actually more aware of college football happenings than all of the posters who have responded so far - CONGRATULATIONS !!! Even though it's really not that big of a deal for that to happen here.

Coaches want the NCAA to let redshirting freshmen play in 4 games each

While it is true that there is some movement to alter the rule...that isn't what the OP was asking.

The current rule has been around for a good long while. You play...no redshirt.

I think a 2-3 game limit(with non conference games being the kicker) would be fair.

So, for example, if Florida State hopes to red shirt their QB, who is out for the season, they can do that. I would think without any doubts, he can be red shirted.
