I am in a PPR keeper league (we keep 7 players, two developmental). A guy in my league is shopping around to trade for a WR because he has a weak WR core.

He initially offered me Carlos Hyde for Jarvis Landry, I declined. Jokingly, I told him I would trade him Landry for Bell, and he asked what else could I offer him to make him say yes. He told me Baldwin or Landry & Gordon would make him say yes.

Anyone mind sharing some insight into this?

I have the following RBs:
Melvin Gordon
Frank Gore
Duke Johnson
Samaje Perine

I have the following WRs:
Robby Anderson
Doug Baldwin
Jamison Crowder
Copper Kupp
Jarvis Landry
JuJu Smith-Schuter
Laquon Treadwell
Dede Westbroke

If I make the trade, I replace Gordon with Bell and give up one of my better WRs.

So you went from having a solid deal in Landry and Gordon for Bell, and made it even more in his favor by replacing Landry with Baldwin

I love Baldwin this year and Gordon is a first round value.

Would not do it.

Landry and Gordon for Bell is solid. Baldwin and Gordon is a bit much.

Gordon will be RB #3 this year and Baldwin WR #8 IMO. If Baldwin were your WR2 and it was D Johnson I'D say maybe, but no way in your situation.
