I already told you. You might have missed it, in fairness. In this specific case I would have more than firmly told him to keep his arms behind his back and stop moving. The cop did not do that. . As someone pointed out he certainly could have told him he was under arrest before the cop entered the video. But he certainly gave no more commands after he entered the video and certainly not when the guy turned towards the person to speak to him and pulled his arm. I think anyone could see that the drunk dwarf was nonaggressive

What if he wasn't drunk, and he pulled his arm away trying to get away from the cuffs? You already hinted that we shouldn't worry about him because he was a wasted short guy

If you get so drunk that you don't know or understand how you should act during an arrest then law enforcement shouldn't cater to you and make exceptions so that you don't get hurt

But I wouldn't expect you to see it that way from the comfort of your sofa. Maybe you should get out and mix it up with these pieces of shite and you would see that there isn't any room for "firmly telling them" what to do.
