Maybe I misunderstood OP. I was referring to translation for those who are present.

I see your point. But now we're talking about the odds of someone attending a press conference or public event, being deaf, without someone (a friend) else to translate, and the power going out, and them continuing the conference without power being restored?

Again, I'm not against it per say, I'm just wondering if we're spending hundreds of thousands of dollars on an eventuality that almost never occurs.
