Technically he was arrested for violating a court order that prevented him from enforcing the law.

He was racial profiling of latinos. Of course if you are looking for illegal aliens that have crossed the border, latinos are exactly who you should be profiling.

So yes he was arrested and convicted for enforcing the law.

I could be wrong but I think the problem comes in if the only reason for someone being stopped is their being Mexican. Doesn't there have to be some reasonable suspicion or probable cause that they are here illegally or committed a crime before you can stop them in the first place? If so, I don't think simply being Mexican meets that standard.
