In an MMORPG it is easy enough to create vast worlds with random camps of enemies when their scripts are just see player and use basic script of attacking patterns.
With a shooter you have to plan out maps more and enemies actually have to physically hit a user. Not just a check if he is in aggro range. It would be a massive undertaking.
There is a reason single player RPGs are so long compared to single player shooters. It is just way easier to build a world over the RPGs combat system.
