When out of shape, 60s. When in shape, 45 isn't out of the question.

No need to be concerned with a low HR if you are a runner and are in good shape. Your body is utilizing oxygen better therefore your heart uses less O2 in order to supplement the body with enough O2. Only be concerned if you symptomatic. Then it could be a heart contractions, valve regurgitation, etc issue and would need a stress test/echo.
