1997. ND won 24-6. It wasn't that cold. I'd say low 50's. The rain didn't start until after halftime.
ETA:
I wonder if it's even been below freezing during a game, excluding wind chill.

1997 ND game it was wet with a 10mph wind with the temp at 53 degrees an hour before kickoff and the temp at 43 degrees by time it ended.
Plus we sucked so there was nothing to keep you moving
