That seems to be norm. Even during the OSU Michigan rioting in 2002, most of the people arrested weren't from OSU or even the area--that wasn't a planned event either.

I think people have a tendency to feel more inclined to take it further when they have little or no connection. And obviously events like this draw more of those people.
