Special teams guys practice together. Punters frequently become de facto holders in snap, place, kick drills.
Kicker, snapper, and holder develop a timing and rhythm together. It is not uncommon for a kicker to suggest a preferred holder. As long as the trio has good timing and mechanics, many coaches are happy to oblige.

This. Most coaches would prefer the backup QBs practicing at QB full time rather than wasting time at practice holding for kicks.
